EU constitution talks break down

Talks aimed at drawing up the European Union's first constitution ended in failure Saturday after leaders refused to give ground on key issues.

Poland, which is due to enter the EU in May, was blamed for the collapse of the negotiations in Brussels. Warsaw rejected a series of compromises drawn up by the Italian presidency of the EU, which would have reduced Poland's voting strength.

Italian Deputy Prime Minister Gianfranco Fini said Rome would not accept a bad compromise.

The talks will continue in 2004 under the Irish presidency of the EU.
